
Evidence and Data Lead
Luke is Evidence and Data Lead at the Centre for Homelessness Impact, where he manages a portfolio of impact evaluations funded by MHCLG and the Evaluation Task Force. His work spans randomised controlled trials, quasi-experimental designs, and systems-wide research, with a focus on generating robust causal evidence.
Luke currently leads on CHI's work trialling AI and machine learning approaches to homelessness prevention, alongside impact evaluations of programmes supporting care leavers and employment support, and policy work on financial insecurity and debt. He is particularly interested in the meta-science of evidence-based policy, understanding how we can improve the design and use of field experiments to maximise their policy impact.
Before joining CHI, Luke worked at TASO (the What Works Centre for higher education), where he supported the delivery of impact evaluations and helped upskill the sector on experimental and quasi-experimental methods through training and guidance. He holds a Distinction MSc in Economics from the University of Exeter, where his focus was on experimental and behavioural economics.
