Systems-wide evaluation

This groundbreaking project seeks to identify opportunities for ambitious change by answering the following big questions:

  1. How do the different levers and interventions made by the Government contribute to homelessness and rough sleeping outcomes?
  2. How do the different parts of the system work - or don’t work - together? 
  3. How might the system be optimised to improve outcomes and value for money?

How we are doing it

The evaluation will take a hybrid approach that combines theory-based realist evaluation, mixed methods, and cost-effectiveness analyses. It is the first of its kind to look at the homelessness and rough sleeping system as a whole. The project runs from early 2024 to December 2026. We will share emerging findings as we progress.

Ways to get involved

We will engage with stakeholders from across the homelessness and rough sleeping system, stakeholder spanning local government, national government, the third sector and people with lived experience of homelessness. Register your interest to keep up to date with this project.
